No; it wouldn't be possible. The content in SC3k is different than the content in SC4, and both games have different graphics and simulation engines.

It would be easier to convert animations in RPG Maker VX to RPG Maker VXA.

Every bit of SC3000 is different, so sadly that isn't possible (think about the rail for example which goes around 90 degrees corners in SC3000, wonder how that would look like ).

Not going to repeat what everyone has said, so instead...

Your next best option is to rebuild/re-imagine your city from the old game and add it to this one. With all the custom content there are some SC3000 buildings to help aid in this.
