Some important things:

Manually zoning, you could manually zone area's with Ctrl + drag your mouse

You don't want to zone too much because than your demand drops and there will not grow anything at all (RCI Graph is VERY important).

Not giving areas water has limitations, only low dense buildings will be built. Giving them water will take care of higher density.

Don't give your sims anything untill they ask for it. In the beginning you want to take care of your finance, not your citizens wellbeing. When you earn enough money you can build hospitals, parks, schools etc. Than the richer people will also live in your city.

That should give you enough to build a decent city, later on (maybe with help from Simtropolis) you could make your cities better and better.

If you want to know where you could download European hospitals etc. That's right here on the STEX, there are lots of European buildings which you could download here.

With more questions about custom content and Simtropolis it is best to read thread.

You could try the no maxis files mod to block the RCI from Maxis

Also use Ctrl key when you zone your RCI so you can choose the size of the lot you want

The lots you've downloaded come with a readme, you could look there what the size of the lot is, that might also help. By the way, I would use the no maxis files mod if you've got enough custom content. Otherwise it doesn't help that much. ;)

Could you show us a screenshot of your RCI graph? I'm guessing that your demand is too low. Anyhow, something that might help is making your lots smaller, some of your lots are 4 squares deep, most of the buildings with that lot size are high density buildings. Simcity automatically builds low density and then middle density and at last high density. So if you do this you might get a result.

I think that the RCI is ok...

    RCI-%5B02%5D.jpg

    RCI-%5B01%5D.jpg

Given this RCI-graph you should think that the zoned area should at least be filled with low density buildings. Also notice that there is demand for R& and Cs$, furthermore there is a demand for dirty industry, so you might want to zone some of that (I shouldn't do that too close to your residential area). A commercial zone is also important because that also involves shops, you could zone this closer to your residential area because you don't increase the commute time with that.

Maybe you could try to zone the square area's within your street-pattern automatically (without Ctrl), then you get every lot of the same size. You could zone certain area's which aren't easily zoned automatically manual like you did before.

So do you say that I need to zone more area for R-§, C-§ & I-P, but in manual mod, right ? But in a small aerea the building's don't grow, in a largest area the buildings will grow ?

I wouldn't zone more residential area's until this is filled. I would just reorganize the zone you have now, most of the low density lots are 2 squares deep. So that might help. Zoning too much usually causes a drop of demand which is undesirable. Just don't give your residents anything they want until you have your budget right and there's a demand for $$ and $$$.

    Good luck!

    Update:

You could zone some industry and commercial zones, but not too much. This might cause a drop of your demand.

I've do what me so say to do, but now don't grow anything, maybe it's because I've installed the "no maxis files"...

with the 'no maxis' mod, you need to be sure that you have plenty of custom content to fill the void. Remember that it is not just the number of custom buildings you downloaded, because every building could be modded as a certain growth stage. You will need a variety of growth stages, and lot sizes, in order to play without maxis content. Also, check your tileset selection. You probably want to enable all building tilesets in order to have the best chance of something growing.

Another thing that might be happening is that your sims don't have any way to get back from work in the evening. It seems from the picture that your sims need to use the highway to get to their jobs, but then coming home, there isn't any way to get from the opposite flow of the highway into the residential district.

I don't know for sure if it is necessary (but it makes sense in real life); just something else to try.

If I'm right the simulator does take care of that. In the traffic view you could select morning traffic and evening traffic so I think that at least the simulated movements are correct. The cars you see are mostly for graphics, if you are insane enough to count them you never get the amount of cars the route query tool gives you.
