Refusing to build opera house?

I've heard that the opera house has a bug that may cause city growth to stagnate at a couple hundred thousand. I would prefer to use mods as little as possible, so is it possible to get around 1 million population, all reasonably well-educated, in a large-tile city having never built the opera house?

Certainly. But the opera house fix has been around for many years and is quite bulletproof; you do handicap your city at least a little bit if you never build an opera house.

I also try to limit how many mods I install but it helps to consider this one as a custom made fix/patch rather than a mod. It feels like the only right thing to do when the developers moved on from a game that has some game breaking flaws.

There are several lots around that fix known problems (bugs). I consider them mandatory, and it would be nice if there were some way to insert such things in the distribution of the game, but there are so many copyright problems that is isn't worth the trouble. Let your conscience be your guide, and remember everything is as pure as the driven slush.
