Every time I hold CTRL while zoning my zones won't develop.  Has anyone else had this problem?

You maybe making your zones to big. Maxis buildings can't handle zones taht are too big. Try making your zones smaller.

natmanhan, Welcome to Simtropolis...

As joshriddle mentioned your zones are probably too large. When you use ctrl to zone, you are forcing the zone to be a specific size. You should see the effect of this as larger zones are not divided into smaller sections. These zones will only grow lots that are of that same size. Either no buildings are available at the size you zoned, or, if you are trying to get a certain building to grow (such as a custom building that requires a specific zone size), the game conditions haven't been met that allows it to grow.

Yeah, buildings will only grow on lots of a certain size. Also, since some buildings only grow at later stages (as your population increases), it may be that a zone that won't develop early on will develop later. For example, 1x1 low density residential won't develop off the get-go (barring some custom buildings), but once your city has grown you will find that people move into those lots. Another good example is 4x4 commercial lots. There aren't a lot of early buildings (maybe just custom ones) that will grow on that, but in a bustling metropolis you can grow 4x4 commercial offices on high-density lots.

In general, 1 by 1/2/3, 2 by 2/3, or 3 by 3 lots are pretty common, so you should be able to grow buildings pretty easily on those sizes. There are lists out there of all the different Maxis (default) lots (again, my Google skills appear to have disappeared at this hour - sorry about that). That will give you a better idea of what size lots to zone.

Do you mean, The building will not show up or the zone will not show up. Anyway you did say zones won't develop.

zones won't develop

Like joshriddle, CaptCity, eggman111 said the zone size is large. Need to make them smaller.

Well this is if you mean the zone will not show up.

Circle on street- You must have started on the street, road or avenue, you must start beside the street, road or avenue.

Arrows Poniting to street and rail- This is if you don't want a zone to show up and you just want dirt or concrete to show up only pn the tranportation lot, like roads and rails. One thing you will have to start on the transportation lot like road, street, rail.

This is really quite simple.  The largest Maxis growable building that I am aware of is the commercial shopping malls which will grow on 6x6 lots.  There are some plopables that are larger than that.

If you are looking for some of the residential high rise buildings, one of the enticements I use is to zone a 4 x 4 area into four 2 x 2 R-HD lots.  There are also some high-rise buildings that need 3 x 3 lots.

If you zone a lot as R-HD 2 x 4, you can get either four 1 x 2 expensive houses or a 2 x 4 high rise on there.

As long as a zone is 4 x 4 or less, the game will subdivide it, but once you go over 4 x 4 you are into wait for it, or maybe there isn't one.,

If you use automatic zoning of the click and hold variety, watch out for R lots at 1 x 4.  You'll have to fix this, and divide them into two 1 x 2's as there are no 1 x 4 R buildings, I don't think. (never seen one).

You won't get high-rises until your population reaches that stage.  So don't get too ambitious too early.  However, high-rises filled with R$ are a great way to increase your revenue, so keep working on it.

A picture (and maybe a short list of downloads and mods like Maxis blockers) would help enormously.
