Neighbor Deals

My region has 8 small towns - fully wired up with connections between them; and plenty of cash - but I find it near impossible to ever make neighbor deals for power!

Is there a glitch in the game?  Why can't I make a deal between a coal-powered town and a windmill-powered town? I make the connection; run the coal plant at tremendous output; yet I can't get a deal to connect to a dinky little windmill powered town. End result is - I keep having to add ever more expensive windmills - sigh.

(I scoured the omnibus for clues - but from what I read - it should be simple; yet I can't get a deal going between the frigging towns!)

Anyone else experience this?

    Thank you. There seems no precise answer other than "the power deal appears after 'some time' and after one has several windmills" - which ain't gonna happen in some small towns because they'll never reach the power demand needed for a deal.

    So be it.

    If you bulldoze the windmill the deal should be there immediately after. You can put it back after. I noticed I couldn't get a deal for power when I had 1 windmill for a city - even though it was powering a couple things on an island not even close to the main city.

    The utility must be connected between the cities.  The supply city must have a surplus of the commodity,  The buying city must have the need for, and the income to buy the commodity.

    I think the reason why it doesnt work is because the deal option will only appear if part of your city doesnt have enough water or power. if one your cities is connected to one with a power source already, you might not get the deal because the game assumes you have the power resources. so try deleating the windmills and check if the deal is available.
