It's not strange at all. The rules are set by different people. The requirements to be president are spelled out in the US constitution. Meanwhile, the requirements to be governor of a state depend on that state's constitution. As such, they vary. Compare:

Governor of Alabama: must be at least 30 years old, have been a US citizen for the last 10 years, and have lived in Alabama the last 7 years

Governor of California: must have lived in California for the last 5 years and be registered to vote in California

Governor of Connecticut: must be at least 30 years old and be registered to vote in Connecticut

Governor of Iowa: must be at least 30 years old, have lived in Iowa for the last 2 years, and be registered to vote in Iowa.

Governor of South Carolina: must be at least 30 years old, ba US citizen, have lived in South Carolina for the last 5 years, and cannot deny "the existence of the Supreme Being"

President of the US: must be at least 35 years old, have been born in the US, and have lived in the US for the last 14 years

(yes, South Carolina actually de jure prohibits atheists from holding public office)
