Turn based battle means, essentially, that both sides take turns attacking while the other side just stands there and takes it. There is no aiming, dodging, or timing - just strategy, luck, and raw power. The Pokemon games are also known for using this sort of battle system.

If you ask me, it takes all the fun out of the battles. There's really little actual skill demanded of the player, and the lack of action just makes monotonous something which should be exciting.

Incidentally, this is why I have never played Megaman X Command Mission and have no interest in doing so.

Yeah, Capcom actually went and made a Rockman RPG several years back (2003). Thankfully, they dropped the idea after making only one.
