It's Leviathan, one of X's four generals in the Megaman Zero era. (the others are Harpuia, Elpizo, and Fenfir.) And yes, that is a woman, but it's also a robot, like almost every character in the Megaman, Megaman X, and Megaman Zero games.

You can also see the typical Megaman underwear on the outside look...

I am discovering the quaint corners of the Simtropolis forums (or fora).

Being the perennial roadgeek that I am, I've always got some highway scene that I've snapped on my desktop, and I rotate through them quite a bit. Here's the current one, along a newly reconstructed stretch of the US 202 freeway near Philly:

There's a comet in the picture. It was more apparent in the picture, but after I did a despeckle, autocontrast, and autocolor in Photoshop, it made it less apparent. It should be to the left of the Red vs Blue folder near the top.
