The first game I ever played two years ago, a drive-in appeared, since that time the Drive-In has not  reappeared. in a game. Is  the appearence of this prop a extremly rear event? I noticed most of the props,if not all of them appear multiple times in a game.

IT just depends on the way the game builds your city. I always get a few of them in my cities, but I zone a lot of 4x2 lots in rows of 6 to 8 in huge districts so there is a lot of opportunity for them to grow.

what kind of drive-in we're talking about? Drive-in Cinema, drive-in fast-food, drive-in confessions...

The cinema probably.

I had played for along time and never ever noticed getting any, then one city had 10 next to each other, now I only see them now and again in low wealth/low educated cities near the outskirts... but they do seem fairly rare in my cities, but I push for high density right away so they dont get much time to develop..

Want Drive-In Movie Theaters? Very Easy, zone a 4x4 High Density Commercial block, but don't give it water. The only thing that can possibly grow on a 4x4 block without water is the Drive-In, so you won't have to worry about offices taking the space over.

I did  this an a flea market appeared. Maybe this works for you because you have  added mods, even it they are not related to props.

Hmm, thats strange, I always get the big "Willmott Drive-In and I'm 99% sure it has nothing to do with mods, as I don't have many to begin with. The only thing I can say is keep trying it and bulldozing the flea markets, and rezoning the 4x4 lot until you get it.
