"No Neighbor Deals Currently Available"

I  just started developing two new cities in the San Francisco region I've been working on. The Commercial city has my commercial and most of the residential with an Industrial city immediately to the south. In the Industrial city I have a coal power plant near the edge of the map with power lines running directly from the power plant to the map edge. When built I selected the "make neighbor connection" option. The cities are also connected by a highway, avenue, and several roads, though I know this has no bearing on power sharing. In the Industrial city there is roughly 1,400 mwh in excess of demand. I have let both cities run for several months after the plan was built and it still says that there are "No Neighbor Deals Currently Available" when I attempted to initiate one through the financial window. Any thought's our advice? Thanks in advance all.

The neighbor deals are confusing to me. Perhaps you can't because both cities have enough power without getting it from the other. That's what seems most likely to me.

Let power demand come close to the limit/bulldoze a power plant to allow a neighbour deal to be initiated.

Make sure the main city has enough power to spare.

Double check that the power lines did cross into the other city as well, one time i accidentally zoned over them and lost the connection to the city with the power plant.

"Make Neighbor Connection' just means the two cities are connected with the power lines. It doesn't mean a deal will exist or be requested. There must be a need by your Res/Com city and there must be enough power produced by the Ind city to supply it's own needs and have a surplus to sell. If the Res/Com city is producing enough for it's own use, there won't be a request for a deal.

As others have suggested, be sure the lines are connected to the power plant in the Ind city and the users in the Res/Com city, and then lower or eliminate the power produced by the Res/Com city. This should get a request as long as enough is being produced.

Hope this helps...

Thank you all for the advice, bulldozing the power plant in the Res/Com city allowed me to then initiate an neighbor deal. Thanks again.
