What are public gardens?

I'm confused about some of the plops available in the recreation tab. I have no idea what public gardens are; what makes them different from grass plot or park greens? In what context do these public gardens exist? Why should I use them?

I think they do around about the same things as parks, except they just look like gardens. And you don't need to use them if you don't want to.

Parks serve several functions:

1. Reduce pollution, but you will likely need many parks not just one small flower bed

2. Improve desirability

3. Reduce residential demand caps

4. Aesthetics

Don't you mean increase residential demand caps?

These demand caps limit the expansion of your city. If you do things to increase these caps, you can make your cities much larger.
