i heard of a cheat that someone uses to make huge cities and it give you like
4 billion dollars or something and then i heard of one cheat that makes skyscrapers
come faster? anyone know these cheats?

The only cheats I usually use are 'fightthepower' and 'howdryiam' which takes away power and water utilities so you dont have to pay for them. ive looked on IGN at all the cheats, and I don't know of any cheats that gives you that much money or instant skyscrapers, (which I might say would be the best cheat ever) There is a cheat that gives you 1,000 simoleans each time you enter it, but thats about it.

Its the same as if you were playing a action game where a cheat code gave you two bullets !

You can also go to megagames.com, go to the trainer section and look for simcity 4 deluxe. Download the trainer, and run it while you're playing the game. To do this you need to hit Alt+Tab, then run the trainer, then go back into the game. This will keep all of your cities at $9,999,999 at all times.

As to the 'cheat' for skyscrapers, you might mean the Super Demand Mod or the Radical Ordinance Mod (see Mods and Downloads section). They are designed to keep demand high and allow a city to develop faster. Also, you might mean the CAM. While some may call this a 'cheat', it is really a mod that changes the behavior of RCI development in the game. It is quite complex to go into great detail here, but you could check out the support thread here on SC4Devotion. Hope this helps...
