Cities without industry?

I was looking through the city journals and I noticed Cities without industry,  How do you build a city without industry?

most of my cities don't have much industry... but remember also many of the cities you see in CJs were built by using cheats.

A city in SC4 doesnt always need industry, but one of the neighboring cities should have. So more or less as long as a neighbor has industry your sims can commute to that city to go to work.

It's not possible..Ive tried. You have to have industrial first in order to get some kind of commercial demand.

Just make sure that the neighbouring city has an industry going on and it will work. A entire REGION without industry won't grow at all. And maybe the cities you saw were plopped, or using cheats.

Cities with industry really have an effect on commercial and residential I've noticed. And its usually the highest demand out of all the three. If I ever have NJZs over my residentials, I easily grow some industry, and that provides jobs and spawns residential demand too... its quite good.

it is entirely possible to have no industry at all, but like everyone else said, a neighbouring city should have industry, for example, my city of like 1.2 million sims is mostly residential and commercial. and the city next to it contains about 105,000 IM and IHT jobs. and i also found out that in my main city that 93% of jobs are in the city and are commercial. but this is after building about 7 cities and working the region play. so in the beginning, like your first city, maybe a combo of all three wouldnt hurt. and then you can start doing specialty cities.

I've actually built full regions with 0 industry.  I start 1 neighboring city with manufacturing, just to get the jobs growing, then slowly remove industry and add commercial jobs, if the sims are all educated enough, they move to the commercial jobs, making industry unnecessary.

A region I have now has 0% indu and 100% CO ($$ and $$$) and is growing slow, but growing. Once new residents come in, it takes much longer to raise education than if you have industry.  To speed things up, sometimes I just add a city tile of IM, and destroy later when education is maxed.  Using this strategy, I find I don't need any other industry than manufacturing for a short period of time.

These regions I built with industry are experimental, and extremely boring to build because the growth is very slow, but you can remove Industry, and it will work, and your city will continue to thrive.

I mainly only include high-tech industry in my cities. Thats the only industry I use.

I rarely put industry in my cities. I only put it in if it makes the city more realistic, such as industrial corridors or around the airport or something.

I find that I use industry initially in cities, but eventually drive it out.  When you have got things going well, you can set industrial taxes for exclusion (20%) and either wait for them to abandon (a long time, while you rake in the taxes) or you can start rezoning them.  If there is a lot of residual pollution, you must solve this also.

Dirty and Manufacturing Industrial usually won't abandon at all (at least in my game, SC4Deluxe), even with highest taxes and lowest demand.

I built a small city that orig had industry and as the demand for commercial went up i slowly began to delete the indusry and replace with commercial and now my entire city is commercial
