It's not Salem: I've been there, and it wasn't that bright, happy, or sunshiny. Besides, if there's that different a group of people, it must be pretty *touristy. TopCliff

I'm going to help you guys narrow this down because you're all WAY freakin' off. Because of strict city planning, there are no real high-rises built although this place has a large population. Does this help at all? TopCliff

No, i mean the dome of the capitol. No buildings can be taller than the top of capitol's dome. To preserve the grandeur of the National Mall, the White House, the Capitol, and various other key locations, the entire city is subject to strict building height limits. This limitation was placed in effect just prior to the 20th century when government officials realized that structural steel "skyscrapers" could overwhelm the city. In 1899, Congress enacted a height limit for the District prohibiting private buildings from topping out higher than the Capitol, which reaches 288 feet above Capitol Hill at the crest of the Statue of Freedom.

A revised height law in 1910 did away with that fixed maximum. The newer legislation, still in effect today, states that no new building may be more than 20 feet taller than the width of the street in front of it.[4] Thus, Washington has a relatively modest skyline in comparison to the majority of American cities. However the District is ringed by high-rise buildings in many nearby suburbs like Arlington, Silver Spring, and Bethesda.

How west are we talking? Coastiline? What size of pop? 1 mil+?

With that, I will guess Tijuana, Mexico.

    Too west? Too big/small?

Then I will guess Hermosilo, Mexico.

That not it? 3rd and final guess is Sacramento, USA!

Are any of these right? Am I at least on the right track?

Has to be San Jose! Population near 1 mill, continuous sprawl, limited skyline due to airport proximity, even oakland has a bigger skyline!

When I said it was big, I really meant that it was widely known. But, it is in California and none of you have named it yet. That's the last hint for this one before I just give the answer away. TopCliff

Oh, for pete's sake! It was Santa Cruz, California! No high-rises because of the area that it's located: earthquake country. Never mind, here's the next place. TopCliff

well its actually because the city is not that big so no high rises, only a few ten thousands of people live there. SF is earthquake country but we got high rises, same with Oakland, and LA. Ok i know this one from ur PM but lets not give it away, but u should make these easier because it could be anyhotel, any where!

EDIT: Nvm, its so easy to find!
