snow without mods?

i had this hill and snow would appear, bigger amount during the winter and smaller during the summer.  now however, i cannot get this to happen no matter how tall i make the mountain. 

why is this???

do i have an option set wrong?

also, does anyone know a snow mod that makes snow appear on the tops of mountains?

That happens every December 25 (real time) above certain altitudes. You can download the extra cheats DLL that's floating around here somewhere, which will allow you to do it all year round.
