It seems to me that this is in the wrong place... Perhaps it should go in the "Future of Simcity" Thread in the General Discussion forum? Anyways, someone else posted the exact same idea a few days ago.

As far as what you say is concerned, you could pull it off with SC4 if you wanted and had enough skill/time/patience to BAT and modd everything that was necessary for it.
