I'm assuming you tried the one that came with the game?

If not, here's a four step tutorial:

1)Build power plant (I prefer wind to start)

2)zone residential

3)zone industrial

4)Do what the advisors tell you

yep, and then, TAKE YOUR TIME!

at the beginning, until the fonds flow like water, it's very hard to balance your moneybag the right way.

you have litterally to think about every new service twice.

it's in deed pretty hard to start off a city, but after some(thousand) tries it wokrs finally

Maybe the problem is you are following the walkthroughs and tutorials to much, use them as rough guidlines and remeber its your city! also to begin with you don't need all the services. Have you played the in game tutorials and do you have rush hour, i found the tutorials that came with rush hour alot better. Also use the query tool to micro-manage you services

The advisors are useless except for their critical (red) messages. Listening to them is one way to make your city go down fast. 18.gif

kanomi, thy451 made a complete new city walkthrough a long time ago, involving three cities with various layouts. I actually played the entire thing from start to finish, and it was an enlightening experience. You can get it here. The only drawback to the guide is that it was made before RH came out. Regardless, you can still pick up a lot of stuff from it.

Well, this approach will get you off the ground.

    1. Type CTRL+XDOLLYLLAMACTRL+M.  This will let you see the advisors as the bleating illegitimates they are.  Only pay attention to red message from them
    2. Put the game in Rhino mode and keep it there.
    3. Start in a corner.  Lower left is always good.  Put in a wind power plant.
    4. Create a farm by click and hold.  Do not drag.  Accept the default size.
    5. Surround the farm with streets.
    6. Create more default size farms on each leg.  Continue until you have six or more farms.
    7. Place six to eight 1 x 2 low rise R lots on each farm (on the fields, next to the street).  These guys work on the farm(s).
    8. Pick a cross-street pair, and put in a couple of 1 x 2 low rise commercial lots.  If necessary, add a few 1 X 2 R lots here too.  This is your village.
    9. If you grow this for a while, it will go in the black.
    10. You need to export your farm produce.  Change one of your streets to a road and run it off the edge of the tile.  The produce goes in the bit bucket, but that's the way the game is.
From here on, you just expand as needed.  Pay attention to your RCI graph.  You don't need municipal water until you start building medium occupancy lots, but you won't get good single buildings unless they are watered.  Don't do this if you can't pay for it on a monthly basis.

Put in a school when your pop get to about 500, if you can afford it.  Control the school budget to allow only slightly more than the enrollment.

Add a fire staton when you get your first fire, not before.

Pick an area some distance away from the village and dump in some industrial.  This needs more power, and water.  Make sure your water system is away from the farms and the industry or it will be polluted and shut down.  You can put in a pollution control water plant for a lot of §§, but not if you can't afford it.

Air pollution is controlled by parks, trees and graveyards.  You can also find an air scrubber lot on the STEX.

To get Hi-tech industrial or very much commercial office, you need high education, low pollution, and a good environment with happy Sims.  Good luck.

Expect your game to run about 100 Sim-years before you get the really big commercial skyscrapers.  You pop must be around 50,000 with no pollution and high education.

I put in a high school when the population by age shows over 800 in the second bar.

That's enough.  There are ways to control the game, particularly, by using your taxes, but that's another story.
