Looks like the dry river is just like the future, remove it, and change it to Maxis water terrain and default terrain. -

You can use Chicago 1890, New York 1940, and Houston 1990.

This is not right maybe if you raise it in Simcity 4 it turn out to be a desert, if you like to use ice mod download it on here.

Getting a particular level 7 building

SimCity Social it is, but on SimCity 4 but there is not level around it the building about, maybe start zone small town then turn a city. -
