Freight Traffic goes past a freight rail station on the way out of town

For some reason, depending on the location of my freight rail station, my freight traffic will drive right passed the station and straight out of town. The station is obviously closer, but nevertheless the traffic drives right by. The station is next to the rail and the road. Also, is there a mod which allows freight traffic from one city to enter another. Ultimately, i'm trying to get freight traffic from other cities into my seaport to go on to better and bigger things. -
