The rocks don't appear in my park when it is placed.

I placed this cemetary, but it can not be removed. I tried everything to remove it from the game, but I can't. Is this normal?

Will you be making one for the $$$ and $$ also? Not public housing, but some sort of complex. I have seen this in some cities around the world. The rich have 24 hour security, services, etc Mostly retired or young high flyers who want to be pampered and have no time.
