  1. im trying to add the mod without using steam
  2. bringing back from the dead because i have not been able to figure this out at all. i downloaded the traffic manager from https://github.com/VictorPhilipp/Cities-Skylines-Traffic-Manager-President-Edition i unzipped the file and place the tlm file in the mods and even assets folder but when i clock on content manger and mods in the game, i only get 3 options. unlimited money, a difficulty setting etc... i never see the traffic manager at all. what am i doing wrong here. all the videos i see when adding mods do not reflect what i see in my game.
