I see what the problem is with this one. The mod does not quite match the description. It works in as much as you can have twenty modules period. If you place one each of the alloy, metal and plastic sorters, then four delivery truck garages, (Seven slots used.) that leaves room for thirteen recycle collection truck garages. You may mix and match however you want it, but twenty slots is all you get. Try going over this limit and the extra buildings instantly vanish. I tested all this in a new region and new city, with this mod being the only mod placed in my game so as to eliminate any potential conflicts.
