Not source code, but just a modification of an exemplar, telling the already-compiled source code what to do. There are 43 known exemplars out there, from Type0E (Ordinances), Type21 (Network Lots), Type10 (Lot Configurations), and Type1E (Props). Automata mods are Type20 exemplars.

...or send alarm bells over to the NAM Team (who would really like to figure out a way to reduce dependency on the NAM Controller, add in new networks that don't require starters, or better yet, fix the Eternal Commuter Bug, the Puzzle-Station CTD Bug, and get One Way Roads to recognise neighbour connections), or alarm bells to the whole community, implying that SC4 is public domain, when it really isn't and probably won't be for a really long time.
