I was playing around and upgraded the capacity from 3,000 to 10,000,000 (that's the maximum allowed) and then all the overcrowded lines went from red to green again. I have some lines that are being used 16,000. And I don't wan't to cheat too much, so I went from 3,000 to 6,000. The game is from 2003, now it is 2007, in 4 years the subway technology advanced enough for me to be happy with 2x the original capacity. Thank you very much for your help!
