Yes i got that problem yeaterday. Also sometime i could only get in MY cities as a visitor, so I couldn't do anything. I assume this is a bug and will be addressed. After you create a first city, go to the region view (bottom left corner of the screen) and move the camera around to "see" other cities. Select one and click "Claim" and then it will be yours to play in. You can see your cities in the left menu to quickly swtich from one to another.

I noticed this as well yesterday. I had a city with industrial/mining/utilities and one for residential and commerce. Only a few residents (44) commuted to the industrial city even if there was 600+ jobs ($ level) and in my city over 200 conplained on not having jobs. With city tiles this small it's not possible to have everything in one city and I don't mind having 3+ cities to work together but the region share must work better than it is now. At least I had no issues with sewage and power, but I'm not sure garbage collection really worked.
