Government Building: Ministry of Manpower

Among the different departments & divisions, the MoM has:
National Human Resources DivisionCorporate Planning DepartmentManpower Management DivisionManpower Research and Statistics Department
So in the game basically, such building - when queried, would return some useful statistics, such as total number of Residents / Residents Cap (R$, R$$ & R$$$), Commercial / Commercial Cap & Industrial / Industrial Cap, both city-wide and region-wide (currently in the budget menu, only the income is shown, but not the actual number of sims in each category).
Why this would be beneficial for the game or community:
I thought that such information could be initially queried in the City Hall, since it mentions that City Hall improves the administration of the city, but the City Hall could actually act as a pre-requisite for such a building - and maybe other Ministry Buildings (say Health & Education, Transportation, etc. that could also provide info on the different existing facilities in the city).
Anyways, the information provided regarding the population can be quite useful to determine the different ratios for each sim type, and act accordingly towards what we want to achieve (e.g. push more towards R$$ or R$$$, or IHT, etc.), not to mention identifying potential problems in a certain category when the gap between the actual number of sim of a certain type and the cap for that particular type becomes huge (e.g. if Number of R$ << Cap of R$, it means that there is potentially lots of abandoned places that can be difficult to spot in huge cities, etc.)
