Check AC Team thread in  SC4Devotion forums, but I recommend Upgradeable Functional AirPort by AC team and upgradeable runway the end result will be just like my modular airport above but it will be completely functional, modular airport gives RCI push , especially in early stages of CAM, any way I have changed my airport with auto upgradable   just plop the airport beside it grass runway and you will see  magical auto upgrade here is the link , Cleanitol included for dependencies an conflicts https://www.sc4devotion.com/csxlex/lex_filedesc.php?lotGET=1664
