This may or may not be related and i'm not sure where else to post it, but...i was getting some flickering in cities, mainly from lights on every building but other weird things too like edges of roads. It wasn't the whole screen but it was very annoying. What i did is go into NVIDIA control panel >Manage 3D settings for Sim City 4.0 > turn off Antialiasing FXAA. Fixed the flickers i had and i can run in hardware rendering mode just fine at 1920x1080. I'm also not forcing the game to run on one core, and it's been smooth as butter with zero crashes for about an 8 hour stint tonight. It should also be noted that if you use software rendering, it seems to disable the Steam overlay which is why i tinkered with this for an hour before i figured out it was the FXAA (i like the overlay and therefore wanted to use hardware rendering). This is on Windows 7 64 bit, i7 3770K, GTX 670x2.
