how come when i get to a city with about 150,000 or more people everytime that i place a water pump or large water pump it instantly says that its maxed out even though i check the water map thing and its completly blue

i was thinking someone could change the metor disaster in to a nuke, like change the metor itself into a missle and when it hits the ground it would explode like a nuke, just wondering if that'd work or not
