IMO You would never be able to satisfy the needs of a perfect city. A perfect city really depends on the culture of the people, ultimately meaning a capital of the world is an impossible decision, as you would never be able to satisfy the whole world. -

Video.dat is not necessary, it is simply the introduction video in SC4. -
If I was you, I wouldnt bother with the trash landfill. Just run some W2E plants - and there are probably some ones that are cheaper to run than the MAXIS one on the STEX.

What I recommend is having a city for residents, and a city for industrial. Make a connection between these cities, and workers will flow between them.
