[Solved] Weird Glitch - Nothing in city builds

I played this game years ago. I recently got it for steam. I downloaded add-ons to the plugin folder. Never built anything, started a few city, and did power, water, low density all zones. Nothing builds at all, like absolutely nothing any ideas? Add ons I got from this site too. -

Well I joined this site a bit ago, and so I have downloaded a few custom buildings. Though hey grow and can be plopped well. The Lights do not turn on at night, I am not sure why even if I delete and re-load the buildings the lights still do not turn on? I have Sim City 4 Deluxe Edition but to no avail!

Well Thank you! It does not work on a few buildings but it does for most of them which is good. And much better off than before!

Well I could not find the Night Light update on the official site. I found the Region update and I tried that first and I got that error message. I got my region and it wont update gives me that error, I found the lot update but that did not work either

Well I found both the updates but it will not download saying things like "Old file not found, however a file of the same name was found. No Update done since file contents do not match"
