Make the streets into roads (the black ones with a double line down the middle). You could also install the NAM (check the modds section) and choose a pathfinding modification.

The reason these types of regions are not allowed on the STEX and are hard to find anywhere else is because they are huge files. Huge files=a lot of bandwidth usage. I don't know of any site where you can download these types of regions.

I would recommend using the SAM instead of Trolca's ancient dirt road mod. Just me though.

I chose A, although don't just show Halifax. Show farms, suburbs, the CBD, the airport, special projects, and other stuff too.

http://srtm.csi.cgiar.org/ This site has coverage of the entire world. There are a few gaps, but probably not in a major metropolitan area.

You add maps to the C:\Documents and Settings/Your Username/My Documents/Sim City 4/Regions/Folder for your new Region. You will also need a file called config.bmp in the folder. Config.bmp determines how large your region is, most downloadable maps from the LEX/STEX come with one made for that region.

That downtown is very impressive. The only things I would work on are your transitions from downtown to medium density development and also your interchanges, which have a lot of weaving.
