sim city 4 works on both 64 and 32 bit I think, or atleast I never had any problems running it on my 64 bit vista (though I did sometimes have problems saving cities) as for it opening slow if you just meet the requirements (I used it on my old computer which was P3 750 mhtz, 512 ram, and an intell intragated graphics card running xp 32) it can take quite a while to load every time. If you can try turrning off anything extra (antivirus is a good one if your not hooked into the internet all the time) try turning it off and it should load a bit faster. you might also want to skip the crack, as someone suggested becuase they tend to make the game run slower (or at least it works that way for CoD4) (I think that the game might read some of the files off the cd while in game instead of making the hard drive look for it) -
I have had this happen countless time before to me, though mine usualy starts killing right about the time I get to 100k population. Heres how I solved it. Check the commut time. If its over an hour the rich people get kind of well ticked off. Add bus stations and convert streets to roads to fix that. Sometimes its education. A high school in a few areas may fix that or just better funding your elementary schools. The last thing is if you have a demand for high wealth resadental but none are growing it may be that you have hit the cap for them. Building some parks usualy takes care of that quickly.

I am building some of my first cities and the biggest problem I am having is once i get my education, water, and medical systems into my city I have tons of high welth people spring up. For a bit this is good and I am making ton of money, but then all of my high wealth people seen to up and leave, and then within a few months someone else has moved in they stay for a couple of months and then leave. I am getting no job zots, but I have zoned new land for both commerical and industryal (both are in other cities) let them build and still i have the same problem. Also this is not just a sectional problem (one area of the city) but the entire city shows the same pattren of abandonment. Its not a cap problem because I added several large parks. I tryed dozing some of the high wealth buildings but with a year or two they would spring right back up where they had been and start all over again. I have the reduce abanonment mods running and still this happens. I just need to know what is changing to make them so they cant get to work. I know its not traffic because all my roads are green and I have a wonderful bus system (I'm making a profet from a city of 12,000). I have minmal polution (yellow haze effect) and water for everyone. I assume I have enough jobs bacause I zoned more (zoned to demand it zero), but somethings making them want to leave, and then once they are gone they all come back again.

I have built cities just like yours before and never really hit the cap (well maybe for $$ and $$$ but not for $). My general rule is if you can't see any areas zoned without houses, then you need to zone more housing. I dont think low welth res has a cap or its so high you could never hit it using low desity. I though it may hve been polution, but that seems unlikely (buy you should check to see if your water towers have shut down due to the water polution, sometimes that drives all your wealthy out and causes a population cap to only houses that are currentl $ res. Also looknig at how your industry and commerical bars are compaired to your res bar I say you eighter have to many jobs and they need more space to live or you have two few. try adding more jobs in your first city and see what happens.

I'm going to have to try this. It takes me 15 mins just to get from the desktop to my game running, which is bad (thats what happens when you have a 9 GB hard drive and a 764 Mhz percessor). Maybe this will make it better. I'm may even look to see if there are any other files I can "hide".
