I have been searching for a while, and did not find anything equivalent to this. Basically, the city transportation planner allows the user to plan the transportation network, without actually laying out the roads / trains / subway. I had great trouble planning massive cities because of the transport networks. I know that I can layout the transport networks before zoning it, but it costs a lot; subway and highways can be a huge drain for a city just starting out.
The idea is to layout the transport network using lines of different colors. For example, we can represent roads by one color (green), highways (blue), trains (orange) and GLR/subway(brown). Then we can layout the these, by just painting these on the city. One way roads and avenues would have arrows to indicate directions too. It should alter nothing, cost nothing, and come with its own removal tool. Bulldozing should also remove it. The only constraint is that highways and trains should follow the rules for turning.
This would help plan the city a lot easier, and cost nothing. Think of it as zoning for transport, but doesnt develop into anything. It would even help in region view.
