No you misunderstood. Imagine you have downloaded a GLR station (which is a transit enabled lot) and placed it (plopped) it into your city. Now you want to build the GLR network. To do this you need to use the GLR 'puzzle' pieces. Now when you moving your selected puzzle piece around, and you move it over a transit enabled lot , the game will crash. It;s a bug without solution. try to avoid heartache by saving the city before putting down puzzle pieces. So be very careful where you place these puzzle pieces. Hope that clears things up a wee bit.
