Okay. I reinstalled the game, to no avail. In fact, reinstalling the game had no effect whatsoever on the city. @ JLAAPRTM: Thanks, and yes, the region's population did jump, but only because of that one city. Hex-edit forcing it to stabilize at 110,000 just before exiting to the region sent the region population back to normal. The other cities in the region are unaffected by this bug, even the downtown area with around 500,000 people has never encountered it. @Nuclear550: I did have some multipliers in my plugins folder, but only for industry, and this problem has not occurred in all the cities I have been playing, only this one, so it doesn't seem to be one of the multiplier plugins, especially since I've run the game without the plugins folder at all (brown boxes EVERYWHERE D: ) and the problem was still there.

From the sound of things, you are doing everything right. Unfortunately that means I can't really help you as it sounds like your game is determined on being impossibly difficult. If this happens every time you build a city, my only suggestion would be to try reinstalling the game, and then just pick Easy anyway just to be safe. If it's making the game unplayable, there are a variety of mods on this site which allow you to enact radical ordinances to stop crime, fire etc. occurring at all - while these are technically cheats, in your case you are definitely excused haha. Are you using Dense Industrial zoning? The problem may be that the density of your zoning is too low, and to maintain this, you'd need to build out constantly, which you can't do because SimCity restricts this. Try zoning some medium and high density areas across all your zones. Your population should increase along with the job capacity of your industrial and commercial areas. In regards to the income issues, remember that you have two options to make money. You can either cut spending or increase revenue. In your case, it sounds like you can't cut your spending, so to increase your income, try adding tollbooths on main arterial roads, increasing taxes or enabling business deals and gambling ordinances. Once you have a positive cash flow, it's a lot easier to expand your city. Good luck, and welcome to Simtropolis!

When CTD issues like this occur, I find the easiest solution is removing all your plugins and opening the city. Usually, this prevents a crash. Then you can slowly put your plugins back in, check the game still works, put some more plugins in, check again etc. until the game glitches - then you know that one of the plugins you just put in was the culprit, and you can go back and filter through them to find the problem file, which you can then delete. If, however, your game still crashes after you've removed all the plugins, you have a more serious problem on your hands, which I can't help you with. D:

Wow, that's crazy! The only thing I can think of is checking your Ordinances and making sure Water Conservation is unchecked. I've had some problems with the Power conservation ordinance causing a lack of electricity (bizarrely) due to some weird incompatibility with a plugin I downloaded , maybe it could translate into water problems too? Other than that, you could try deleting the entire pipe network and all pumps, and then rebuilding them. There may be a bug somewhere in there. Not much fun though D: Good luck! -
So, I have a massive problem, and a majorly weird one at that. The population of a suburb I had been working on suddenly, and for no clear reason, jumped from 110,000 to around 5,000,000. It's clearly not due to population growth, as if you look at the town, there is no way five million people could fit in here. However, if we look at the population counter... D: D: D: WHAT IS GOING ON HERE?! After deciding it HAD to be a faulty plugin, I removed all my plugins and played the game. Nope, still five million people. I deleted the entire city and waited a few months. There were still almost five million people. (Invisible people?) I used a hex editor to force the population count back down to 110,000. As soon as I hit play, guess what, FIVE MILLION PEOPLE D: Now, I am really at the end of my rope here. I have no idea what to do at this point, and this is one of my favourite cities, so deleting it really isn't an option I want to explore. I can't play the city because the health advisor won't shut up about the fact that there are now twelve thousand people trying to get into a medical clinic with funding for twelve hundred (see below). Crime is through the roof and I have to deal with constant strikes and riots caused by the population explosion. And I can't play connected cities because demand for everything is through the floor D: So I ask ye, oh great citizens of Simtropolis. I think Sydney for tourists, Melbourne to live in. Melbourne is much more cultural and personal, It also has better parks. Sydney has a beautiful location, but no real depth. Queensland is just tourist heaven, and has about as much culture as a mossy rock, aside from a drinking culture.

I think this thread is beginning to go sideways. The request was for MONORAIL over road, not El-rail. Personally I hate El-Rail, and would love to find a mod like that in the NAM for El-rail but is a monorail over road. Most monorails I have seen go over the road.
