A new region with a new plan in SimCity 4!

Honestville is based around a few general goals:

• realistic demographics: using jobs doublers, a radius doubler and a residential halving mod
• building farms and regional roads first for every tile
• expanding transport capacity only as needed
• a concentric city expanding from a central business district
• gradually increasing density as the city grows
• developing the region along the contours of the terrain
• paying close attention to real-world scale in the transit simulation
