Peotav, as said before, has held very close ties with Bordav over the years. Bordav has taken advantage of Peotav through forign aid, making Peotav dependant on Bordavian oil. In the 1960s, a diplomatic crisis erupted between the two states when Bordav sharply rose oil rates For a moment, it appeared their alliance may snap.
Balboa sought to capitalize on the situation. Having built its first elevated rail system in Balboa City just a few years before, Balboa offered unconditional aid in the form of a new mass transit network for Peotav City.
Only two lines run on just one half of the city and major upgrades are needed to handle more population centers around the city.
The aim, from Balboa's perspective, was to win the hearts and minds of the Peotav people while cutting off Bordav's oil-based revenue stream.
The is the system as it stood from 1963-2002.

The high-desity neightborhoords now over crowd the trains. Running longer trains (still using the original rolling stock) passangrs must move to the right cars or they won't get let off at the right stop!

Though the system helped, Peotav and Bordav rebuilt their ties and the aid from Balboa stopped. There has since been no major upgrading of the system through the rest of the 20th century.
If you're lucky enough to live in the right part of town, the Metro can bring you to the hospital when needed.

A few cheap shops workers pick up goods from on the way home.

Neighborhoods without the trains must still reply on expensive Bordavian oil. The lack of mobility is one root cause of the pockets of poverty that blanket the city.

Across the river from the government complex is Peotav National Field. A sporting and concert venue, it is built to showcase both baseball and football as are most stadiums in Peotav and Bourdav. Without the Metro, the City would suffocate during sporting events.
