Well I have started this city prior to my decision to make a CJ, to start off, I will give you the general steps of construction.

Step 1 (seen in both photos)

Connecting the area with surroundings. This may include City's not yet developed, but it gives me an idea of what is needed. Making the highway network allows me the chance to develop the area's as I see fit into the Central Business Zone.

Step 2 (Roadtop)

I than make an extensive network of highways elevated and ground for different desities, I tend to make Eleveated in my Industry zones, or where the highway is meant to connect the city-region, to it.

The Roadtop Network was developped as I made the Smaller Cities in the Ginourmous City. The Yellow was developped first, and than, in an attempt to keep the outer parts populated, I added in the transitway (the blue) to avoid further congestion and to allow BRT to continue.

Step 3 (connecting overall)

Depending on the Region, if there is heavy water traffic or the possibility of heavy water traffic, I than will be making changes to the water front to connect the city via Water.

If there is no water, I than make Rail connections as seen in photo 4.

Yellow - Represents First Track laid.

Green - Second Extension

Purple - Third Extension as required by transit needs.

USE OF LANDMARKS

I openly admit, that I use Landmarks to encourage population growth and the types of Commercial that I wish to develop in certain areas. As you can see in the next photo in the bottom right hand corner, you will see a series of ten landmarks being used as business center. This also allows for you to create alot of High Residential Zones to allow for Towers to develop. Once I have a strong enough base, (roughly 200,499 - 250,000 SIMMIES) I than tear down the plop's and allow for growth.
