Barker Housing
Barker Housing project, named after New Marseilles city councilman of the 2nd ward was built in 1971, it is one of the most infamous of all of New Marseilles public housing. At the time the nation's largest turnkey project,[9] Barker Housing was immediately plagued by maintenance problems due to poor construction.[Crime rates soared, and reporter Clyde Reynolds for the New Marseilles Post highlighted the project in a series of articles comparing the high number of killings in New Marseilles to Vietnam. These articles led to Barker Housing project gaining the nickname of "Little Vietnam", and helped contribute to the turning of public opinion against public housing.
In the 1990s, as part of his efforts to revitalize the 2nd ward neighborhood of the same name, developer and philanthropist Grant Logan began working with the NMHA to revive Barker Housing with a mixed-income community. This took place in a larger context of around the clock police patrols due to its proximity of nearby Eloisiana State University at NM . In addition to mixed-income housing units, the redevelopment plan included retail locations with jobs , a public park, and various local amenities. Over the course of ten years, Barker Housing which consists of over 3,800 units in 30 buildings was given a fresh start. The total project costing $172 million in state funds granted to the city by the State of Eloisiana Housing Board.
