Hi, 

It's one of the lots included in this package (see link below). I can never find it in the menus, probably somewhere in landmarks, so I just go the buildingplop and scroll down to "JENX_PARIS HOTEL DE VILLE" and then it is one of the lots there. There is also a farmers market and empty plaza lot, along with the actual building.

Both stadiums can be found on simcity.cn. I don't have the exact link at the moment. I'll put it here when I get it. Simcity.cn will need registration to download and the use of Google Translate/Chrome - unless you can understand it already.
