To me it looks like a fire wasn't caught in time and ran its course. If it were crime I would think a few other buildings close by would also show some distress, but they all seem well-groomed, which is why I'm leaning toward fire.

(The cute "for sale" sign on the front yard is hilarious. I think it's Remax...?)

EDIT: Here's a thought: when you go to the advisor, is there a "mayor asleep at the switch" type of message, or a property damage assessment message?

That's an abandonnment.  Use the regular query tool.  It should say something like

Abandoned due to commute time.

Simple, but annoying.  You probably really don't need these R§§§ in your city.

In the queue tool, it didn't say anything about the abandonment. Weird.

I've had abandonment and the query tool not report why, but the building will be empty. I'm assuming your building is empty? I don't know why this happens to myself but it is abandonment in my experience.

Yeah, building is empty. Here's another question for you. Will they eventually just rebuild or someone move into it? Or do I have to delete it for it to redevelop?

I had that problem when trying to post my first pic here. It was because I didn't fill in the picture width and height in the forum text editor when I inserted the pic, so it apparently defaulted to 0x0 image size or something. Once I entered the width and height in the Insert Image dialog in the editor, the picture showed up and didn't vanish.
