Hello There! I understand you are trying to build Seawalls but you have a city with Scyscrapers so close to the edge of the water that you can't. Well, I can't do too much to help you unfortuanetly but you mentiond being afraid of losing developpment. Why don't you make developpment somewhere else? or use the Route Query to see where those people living near your beach work. Use a good strategy, and simply build more or if there isn't enough room go to another region area, etc. Hope someone else can help more...
