Is Simtropolis a game?

I have this question in mind—Is Simtropolis a game? I have heard about it many times, but I am not sure if it is an actual game or just a platform for city-building fans. Does it have gameplay like SimCity, or is it mainly a community where players share mods and ideas? If you have used Simtropolis, please share your experience. Is it something worth exploring for city-building lovers?

Simtropolis is a website which has discussion about city building games and where mods are created and shared.

The entire gist of your very first post here makes me wonder if your inquiry is legitimate or simply a prelude to getting approved member status to then edit in some spam linkys. :O
