Custom Highway Exit Mod?

Hi. I am recreating the Metropolitan Detroit area in Southeast Michigan. Here's a map of it:

I am trying to recreate the sunken highways (like I-75, I-94, I-(6)96, M-10, M-39 and M-8) and the elevated highways (I-94 after 12 Mile Rd/Schaefer Hwy, I-696 after Telegraph Rd and M-10, I-75 after Stephenson Hwy/Fort St, etc.) I was wondering if the game can be modded so the Ground/Elevated highways could have custom exits like this:

Can the game be modded to make custom off/on ramps without the network addon mod? Thanks

 

 

(P.S., are any of you familiar with Detroit or Michigan?)

Cannot be done as it requires modification of RUL code in addition to extensive 3D model development for Maxis Highway.  For this type of ramps it is recommended to use Real Highway (RHW) in which you get a cleaner and more realistic result than Maxis Highway
