Disabling cheats mod?

I know it sounds weird, but for the sake of certain regions on SC4MP, would it be possible to create a mod that disables certain cheats, or all cheats?

How hard would that be? Would an average joe like me be able to make one or would it take a commission? I feel like at the bare minimum all that would need to be done is disable the prompt that pops up when you hit CTRL+X yes?

I briefly looked at the DLL code that @simmaster07 posted, and both options appear to be possible (provided the game still has the relevant code present).

The game's Cheat Code Manager has a function that appears to be capable of disabling all cheat codes, it also has other functions to get a list of all supported cheat codes and disable/remove individual cheat codes.
