How do I increase resolution for my SC4 game?

I am trying to increase the resolution in my SimCity 4 game.

First, I tried following this video's directions:

That did not work. So, I did the following:
(1.) I right click on the game; showing several options-- "Open", "properties", etc.
(2.) I click on "properties"
(3.) In the upper left hand corner there is the option for "security"; I click on it
(4.) It takes me to several options...
-SYSTEM
-Administrators (joe/administrators)
(5.) I click on "Administrators (joe/administrators)"; it then says "to change permissions, click EDIT
(6.) I press "EDIT"
(7.) I click "Administrators (joe/administrators)" again and click "add"; now I am lost
(8.) It takes me to "Select Users or Groups"; on the bottom it says "Enter the object names to select (examples):". It's a blank box. What do I write in that box?

I keep running into the same problem. Here is my main issue. My sole goal is to increase the resolution of my game. First, If I right click on the game. Then, I click on "properties". In the target box it reads: "C:\Program Files (x86)\GOG Galaxy\GalaxyClient.exe" /command=runGame /gameId=1207664593 /path="C:\Program Files (x86)\GOG Galaxy\Games\SimCity 4 Deluxe Edition"

In the start in box it reads: "C:\Program Files (x86)\GOG Galaxy"

According to the following articles/videos it says to simply add some words at the end of what is in the target box, however that is not working.  

Please look at the following articles/videos. I am missing something. Please help. me.

You are trying to invoke what is known as a command line switch, the problem is that this method won't work with the way you've installed the game. In your first post, you've been poking around in the permissions section, honestly if you don't understand that you're better off leaving it well alone. It certainly has nothing to do with the problem you are having. In your most recent post, we can easily tell that you are using the GoG version of SC4, by way of the GoG Galaxy 'Launcher' app. Therein lies your problem, because the command applies to the App you are launching, GoG Galaxy, not the app (SC4) within the launcher.

So either you need to find a method to set this within the GoG Galaxy application, Steam and Origin users must do something similar. Otherwise, you can remove GoG Galaxy from the equation entirely, by uninstalling your current copy of SC4, then re-downloading the 'Offline' version from GoG's online portal. The offline version forgoes using GoG's launcher app, therefore the instructions from the video would actually work for you.
