Came across an odd video of SC2013(?)

I came across this video awhile ago which appeared to be a dev build of some kind. It shows no game UI and has a tag that says "For Internal Use Only". I felt like rewatching it a few days ago and took a closer look at it. I can't tell if this is some kind of Mock (like what Microsoft did at the 2003 PDC to demo some of the planed UI for Windows Longhorn [what would become Vista]) because it appears to have LOD and even far into the background the buildings appear to be 3D when the camera pans. The YouTube channel also has some videos on prelease Sims 4 UI.

 

So what are your thoughts? Do you think this was a real game, a mock, or a hoax?

I've seen this video before. It not looks like proper gameplay video, rather some kind of visualisation. If I have to guess, it was some kind of pre-alpha presentation by dev-team.
