SC4 CTD Before Loading Tile - Region View - Exception Report

The exception report isn't very readable, unless you know what the codes used within actually mean.

It would help us to better understand your problem, if we knew a few details. Since installing SC4, has it ever ran successfully? If you are using any addon content, mods/buildings etc, have you tried removing them to see if the game then loads? Are you opening an pre-existing city or a is this happening with a blank new tile?

I must say, the specific symptoms you have are very similar to what happens if you install the NAM, but fail to correctly patch your SimCity 4.exe with the included 4GB Patcher. If this issue started after installation of the NAM, you should check the 0-read-first.html file from the download, which explains what you need to do.
