Water Table - Maybe all tables screwy

The recent mod by twinzens may contain some issues, because I've never had this conundrum of contradictions in gameplay before. As you may notice where my massive water pump is, the ground is saturated with about an 11 month supply of water, and should replenish easily being its on a river/lake. The pump is reporting dry yet saying 11 month supply???? The water table is full and the ground is wet. What can I do?

 Other issues in a neighboring board include the coal plant not mining coal clearly visible on the coal map, yet when attempting to build a coal plant, it says 'No Coal Available'.
